DESCRIPTION:The California Air Resources Board (CARB) invites you to a workgroup on HVIP\, ISEF\, and CORE implementation\, including changes approved by the Board in the Fiscal Year (FY) 2024-25 Funding Plan for Clean Transportation Incentives. Each year\, staff conducts workgroups as part of the public process following Board approval of the Funding Plan to define new mechanisms and criteria for the FY while completing annual updates to the Implementation Manual. The meeting agenda will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting. \nThe workgroup meeting will be held via Zoom webinar at the following date and time: \nDate: May 30\, 2025\nTime: 1:00 p.m. – 3:00 p.m. Pacific\nLocation: Zoom Webinar\nTo participate in the workgroup\, please register prior to the meeting. \nAfter registering\, you will receive a confirmation email with information to join the webinar. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the webinar. Please note there is no in-person attendance option for this meeting. The recording will be available two weeks after the meeting date on the Low Carbon Transportation Investments Meetings and Workshops page. \nAgenda\nAgenda (English)\nAgenda (Spanish) \nBackground\nCalifornia Climate Investments and Low Carbon Transportation Funding \nThe Low Carbon Transportation program is part of California Climate Investments\, a statewide program that puts billions of cap-and-trade dollars to work reducing greenhouse gas emissions\, strengthening the economy and improving public health and the environment\, particularly in disadvantaged communities. CARB’s Low Carbon Transportation Program is designed to accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. These investments also reduce ozone precursor emissions and toxic diesel particulate emissions\, supporting the state’s goals in these areas. \nThe Air Quality Improvement Program (AQIP) was established by the California Alternative and Renewable Fuel\, Vehicle Technology\, Clean Air\, and CarbonReduction Act of 2007 (AB 118\, Statutes of 2007\, Chapter 750). SUMMARY:Public Workgroup Meeting: Professional Landscape Service Equipment - Clean Off-Road Equipment Voucher Incentive Project (CORE)
DESCRIPTION:The California Air Resources Board (CARB) hosted a public workgroup meeting to discuss Professional Landscape Service Equipment as part of the Clean Off-Road Equipment Voucher Incentive Project (CORE). Staff provided an overview and background information for the zero-emission equipment incentive project for professional landscape equipment and presented proposed changes to Attachment D of the CORE Implementation Manual (IM). The IM provides guidance to each of manufacturers\, dealerships\, and purchasers including topics as how to apply for equipment eligibility\, participation terms and conditions\, and the voucher request process. This meeting was an opportunity for stakeholders to provide input to CARB staff on proposed changes to the IM\, streamlining of manufacturer equipment eligibility\, and the implementation timeline. \nSenate Bill 170 (Skinner\, Chapter 240\, Statutes of 2021) allocated $30 million for CARB to establish a statewide program that incentivizes the purchase of zero-emission landscaping equipment by small-businesses and sole proprietors doing professional landscaping in California. CARB incorporated this incentive funding into its existing CORE project framework as a Professional Landscape Service Equipment voucher project. The project was launched in September 2022. The application period closed in October 2023\, when all funding for zero-emission landscaping equipment was allocated. Since then\, approximately $6-7 million remains from vouchers that were issued but have expired and were left unredeemed. This workgroup meeting facilitated the discussion of the process and timeline for reopening the application period for the remaining funding. Missed the workgroup?
