Program Updates
CARB CORE Workgroup Webinar Coming Soon
The California Air Resources Board (CARB) will host a virtual public workgroup on July 2 to announce the final funding allocations to CORE, the official funding launch date, and Implementation Manual updates. Stakeholders, including equipment purchasers, dealers, and original equipment manufacturers (OEMs), are encouraged to provide public feedback on Implementation Manual policy changes. CORE funding is expected to open by mid-September. The final Implementation Manual will be published in Mid-July and will serve as the guidelines for FY26-27. CARB webpages will be updated in the coming days to reflect the most up-to-date Workgroup information.

Apply for Equipment Eligibility
There’s still time for OEMs to apply to join the CORE-eligible equipment catalog. Zero-emission heavy-duty off-road equipment manufacturers can submit documents outlined in Attachment A to CARB to be considered. Applications are reviewed year-round and on a first-come, first-served basis.
The deadline for application priority review this year is July 7. Applications received before this date will be reviewed before the CORE voucher system opens. OEMs are encouraged to apply well before funding launch, so submit your application soon.

Introducing the Dealer Newsletter
CORE has created a new channel for providing critical project information and resources to approved dealers and OEMs: The CORE Dealer Newsletter. This new, dedicated resource will provide timely updates and essential program information. Each edition will include key funding updates, policy and requirement changes, opportunities for collaboration with the CORE team, and helpful guidance to address common questions and support your participation in the project.
The newsletter will be distributed throughout the funding cycle, with the next issue planned for July 2026. All currently approved dealers and OEMs will be automatically enrolled to receive this issue.
We’re excited to launch this new channel and look forward to continuing to support your success as a valued CORE partner.

The conversations and collaboration throughout the week reinforced a shared commitment to accelerating the adoption of cleaner technologies—and the important role programs like CORE play in helping turn that momentum into action.
California Green Building Conference 2026
At the February 19 Turlock Walnut Conference, CORE and Cal Fleet Advisor connected with more than two dozen growers and agricultural professionals. Program staff connected with attendees, who expressed openness to zero-emission solutions, including solar, batteries, and infrastructure, as ways to stabilize long-term operating costs and reduce environmental impact. The event highlighted clear opportunities for education, collaboration, and infrastructure planning. This conference helped CORE staff strengthen partnerships with regional nonprofits, exploring a farmer-focused infrastructure, and advance conversations with leads and partners to help expand zero-emission adoption across the Central Valley’s strong and engaged agriculture community.
California Tribal Leaders Energy & Safety Summit

The Fifth Annual Tribal Leaders Energy Summit created a collaborative space to exchange perspectives on resilient energy systems, community priorities, and long-term sustainability. CORE was glad to be part of the conversation, engaging with Tribal communities, sharing program opportunities, and supporting hands-on experiences with zero-emission heavy-duty equipment. The event was a powerful reminder of the leadership and innovation driving clean energy progress across Tribal nations, and the importance of partnership in advancing a more resilient future.
Almond Day Conference

CALSTART’s San Joaquin Valley team attended the Almond Day Conference, hosted by JCS Marketing in Fresno, CA. Project administrators connected with California nut growers to share how CORE can support the transition to clean, zero-emission agricultural equipment.
Lake Berryessa Electric Boat Festival

CORE presented at the Electric Marine Industry Leadership Summit, an invite-only forum bringing together leaders across government, policy, technology, and industry to help shape the future of the electric marine ecosystem. The summit focused on advancing collaboration, investment, and real-world progress toward zero-emission marine solutions. CORE’s deputy director, Emily Spath, presented on how incentive funding can help support the adoption of zero-emission marine equipment and participated in the zero-emission vessel ride-and-drives.

Electrified Construction Guide
Electric construction equipment powered by low- or zero-carbon electricity is a practical strategy for decarbonizing during the construction phase. Developed by U.S. Green Building Council California (USGC-CA) with input from CORE Project Administrator, Emily Spath, this electrification guide outlines the key considerations for implementing an electric equipment strategy on job sites, with a focus on contractor use cases and decision-making. When considered during pre-construction planning, electric equipment can outperform diesel alternatives while reducing air and noise pollution and lowering embodied carbon.

World Ag Expo - February 10-12

CORE administrators and CALSTART’s San Joaquin Valley office connected with the international farming community at the annual World Ag Expo in Tulare, CA. During this exhilarating event, the team met with leading manufacturers to discuss zero-emission agricultural equipment innovations while spreading the word about CORE’s vouchers to California’s farmers ahead of the FY25-26 funding cycle. There was strong interest amongst California’s growers and ranchers about joining the CORE project, as indicated by CORE’s elevated web traffic. This colorful expo is a can’t-miss opportunity for those in the agriculture industry to see the advancements in clean farming, so be sure to sign up to attend in 2027.

Funding Update
Apply Now: Heavy-Duty Funding Still Available for Select Categories
CORE is still accepting applications for heavy-duty equipment funding through the $36 million allocated by CARB. While most equipment categories are currently oversubscribed, roughly $5 million in funding remains available for cargo handling equipment, large forklifts, railcar/freight equipment, and transport refrigeration units.
Small businesses and public agencies can still receive point-of-sale vouchers to reduce upfront costs for these eligible categories. Vouchers are approved on a first-come, first-served basis, so timely submission is strongly encouraged.
Voucher requests are continuing to be accepted for oversubscribed categories; however, these will be placed on a contingency list and are not guaranteed. Funding closes November 19, so act quickly.

Watch the Case Study: Los Angeles County Sanitation Districts
With support from the CORE point-of-sale vouchers, Los Angeles County Sanitation Districts (LACSD) introduced a range of fully electric off-road machines into its fleet, including 11 wheel loaders and 3 backhoes. These additions have significantly improved the agency’s ability to perform critical tasks while reducing emissions across its operations.

Zero-Emission Ferries – United Kingdom

The first-ever ZE Ferries UK Conference on October 2 brought together 70 maritime leaders in London to chart a path toward cleaner ferry fleets. With strong interest in electrification and hybrid solutions, the event highlighted growing global collaboration and innovation. Emily Spath, Deputy Director of CORE, moderated a panel on policy and financing, where UK SHORE announced £400M in upcoming maritime funding. She also introduced the CORE project, sparking interest from OEMs exploring new applications. The UK’s proactive approach offers valuable insights for accelerating zero-emission ferry adoption worldwide.
Pacific Coast Congress of Harbor Masters and Port Managers

At the Pacific Coast Congress of Harbor Masters and Port Managers in Seaside, OR, industry leaders gathered to discuss the future of zero-emission maritime operations. Emily Spath connected with end users, marine charging provider Aqua SuperPower, and other key stakeholders to share insights and explore solutions. The event highlighted the unique challenges ports face in electrification and the growing interest in clean marine technologies. CORE project administrators were proud to attend the 4th Annual Tribal Leaders Energy Summit August 5-6. This event created opportunities for knowledge sharing between San Diego Gas & Electric, Southern California Edison, Pacific Gas & Electric, federal and state agencies, corporate and community organizations, and Tribes in the state of California. Attendees had an opportunity to participate in a Ride & Drive to experience the power of zero-emission equipment and vehicles firsthand. This month, CORE hosted its annual Advocates Learning Symposium webinar ahead of the heavy-duty funding launch. Leading equipment manufacturers Monarch, Bobcat, Terminalift, and Twin Disc demonstrated how purchasers can get instant savings on their cutting-edge offerings. A highlight was special guest, Lolonis Vineyards, who revealed how they successfully utilized vouchers to improve daily operations and meet sustainability goals. IVT Expo – Off-Highway Vehicle Technology
At this year’s IVT Expo in Chicago, Matthew Diener, Air Pollution Specialist at CARB, joined Chris Vavra of StratMg for a fireside chat: “Where the Sidewalk Ends, the Off-Road Begins – Why Off-Road Emissions Matter and How California is Advancing Technology in the Off-Road Space.”
Mr. Diener shared how California is rapidly advancing toward a zero-emissions future under Governor Newsom’s Executive Order N-79-20, Assembly Bill 32, and Senate Bill 32. He highlighted CARB’s leadership through initiatives such as CORE, advanced technology demonstrations, Tier 5 Off-Road Compression Ignition Engine standards, and the forthcoming Phased Advanced Clean Equipment Rule.
The discussion also showcased real-world deployments of zero-emission off-road equipment and introduced the voluntary California Clean Construction program currently under development.

Funding Update
Professional Landscaping Equipment Funding Closing
The Professional Landscape Service Equipment (PLE) funding segment will officially close on July 29, 2025, at 9:00 AM PT. This year, the CORE team was proud to reallocate nearly $7 million in unredeemed vouchers from 2023, an opportunity that was met with overwhelming enthusiasm from California’s landscaping professionals.
The strong response to this year’s funding opportunity reflects a growing commitment to cleaner, quieter, and more sustainable landscaping practices. Together, we’re helping make California a healthier place to live and work.
CORE Heavy-Duty Implementation Manual Changes
CARB announced funding amounts for the upcoming Heavy-Duty funding cycle. The cycle opens on August 19, 2025 at 9 AM PT.
CORE issues vouchers on a first-come, first-served basis. If you’re considering zero-emission equipment purchases this year, connect with a participating dealer early. Dealers can help you choose eligible equipment and get your application ready before funding officially opens.

The IM published on June 18, 2025, has been changed as follows:
- Inadvertently omitted portions of the voucher amount tables detailing the infrastructure enhancements have been restored
- Voucher status definitions were updated to align with what occurs
- Various punctuation and spelling corrections have been made
Deadline to Apply for Zero-Emission Marine Vessel Funding
The funding for zero-emission marine vessel repowering projects will close on August 14, 2025, at 4:00 PM PT. After this date, applications for this project category will not be accepted.
This project is a part of the VW Zero-Emission Freight and Marine (ZEFM) statewide solicitation. It provides funding for repowering ferries, tugboats, and towboats in California. By scrapping and replacing combustion-fueled marine engines with eco-friendly alternatives, purchasers can save up to 75% of eligible costs per vessel. Additionally, funds from this project are stackable with CORE vouchers.

On July 22, CARB held a webinar workgroup meeting on the CORE, HVIP, ISEF, and the Long-Term Heavy-Duty Investment Strategy. CARB is developing polices leading up to the fiscal year (FY) 2025-26 Funding Plan for Clean Transportation incentives. This meeting provided an opportunity for community stakeholders to give feedback on proposed policy changes, new implementation mechanisms, and eligibility criteria for the upcoming funding year. Funding Update
Implementation Manual Released June 18, 2025
On June 18, CARB released the Implementation Manual (IM) for the upcoming Heavy-Duty equipment funding segment. On August 19th, CORE will release funding for heavy-duty off-road equipment. This IM features several significant updates for administering vouchers for equipment purchasers, dealers, and manufacturers. Some of the changes include:
- Equipment consolidation types due to limited funding
- Voucher eligibility is limited to small businesses and public agencies for this fiscal year
- Tighter voucher redemption deadlines
- Rental and leasing company policy updates
- And more

CORE in the Community – Event Recaps
Electric & Hybrid Marine Expo Europe 2025
CORE Project Manager for Maritime, Emily Spath, attended the world’s leading exhibition and conference for maritime electrification, decarbonization, and GHG reduction solutions in Amsterdam. She spoke on a panel about the electrification of and support for infrastructure in ports and between them. She also had the opportunity to talk about the successes of the CORE project on a global stage and show the positive impact incentive programs have on their community’s health and environment.

Anaheim Ride & Drive
On June 18, CORE participated in the Anaheim Ride & Drive at Angel Stadium. This event was the largest Ride & Drive in CALSTART history, with over 800+ registrants who got to experience firsthand the power and capabilities of electric off-road equipment. CORE Project Administrators enjoyed meeting with community stakeholders, small businesses, and public agencies interested in investing in clean alternatives. CORE Project Administrators gave a brief presentation on the benefits and impact of the CORE project. On behalf of everyone at CORE, thank you to those who stopped by the booth and participated in our off-road equipment bingo card.

Global MOU Summit
CALSTART staff had the opportunity to meet in Amsterdam to engage with sustainability stakeholders worldwide at the Global Memorandum of Understanding Summit. Experts discussed strategies for policymaking, eco-friendly infrastructure changes, and green truck and bus deployment.

Funding Update
Join CARB’s Heavy-Duty Workgroup Webinar
The California Air Resources Board (CARB) invites you to a workgroup on HVIP, ISEF, and CORE implementation, including changes approved by the Board in the Fiscal Year 2024-25 Funding Plan for Clean Transportation Incentives. Each year, staff conducts workgroups as part of the public process following Board approval of the Funding Plan to define new mechanisms and criteria for the fiscal year while completing annual updates to the Implementation Manual. The meeting agenda will be available on the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.

Artemis Technologies Sea Trial
On April 22, CALSTART CEO John Boesel and CORE team members joined Artemis Technologies in a thrilling sea trial of their EF-12 Hydrofoil Water Taxi. The EF-12 is widely used in Europe for its smoother, quieter ride and energy efficiency. The team sliced through the waves of the San Francisco Bay, easily traversing the wake of larger ships. With several more demonstrations scheduled in Washington state, the CORE team is hopeful that this innovative vessel will soon become available in the U.S.

Los Angeles County Sanitation Districts Powering Tomorrow’s Fleet Event
The CORE team connected with fleet leaders at the Los Angeles County Sanitation Districts (LACSD) Power Tomorrow’s Fleet event. With 20% of its fleet already operating as zero-emission, LACSD proves what’s possible when an organization switches to clean technology. Seventeen pieces of their clean equipment were funded through CORE and are actively serving in diverse configurations across multiple sites, demonstrating the versatility of zero-emission solutions. CORE is proud to support fleets driving California’s clean transportation future forward.

SSA Marine ZE Deployment Milestone
CALSTART is pleased to announce that as of May 5, 2025, SSA Marine transitioned to a completely zero-emission cargo-handling fleet at Berth 55. The berth received funding from the CORE project, in partnership with CARB, for 12 new Hyster battery-electric forklifts. Team members were on site to celebrate this milestone with operators who already report quieter, safer working conditions. By making this change, Berth 55 is slated to reduce propane fuel consumption by nearly 44,000 gallons annually, with reduced tailpipe CO2 emissions at approximately 264 metric tons. CORE is honored to have contributed to SSA Marine’s major impact on their community.

USGBC California Green Building Conference
This CORE team travelled to the Fort Mason Center in San Francisco for the 2025 California Green Building Conference. Project administrators attended a clean construction equipment showcase and toured the Salesforce Tower to learn about its innovative water re-use facility. The team was delighted to have the opportunity to connect with industry leaders, policymakers, and innovators who are driving the future of sustainable infrastructure

Funding Update

The CORE team, along with the California Air Resources Board (CARB), is proud to have helped give landscaping professionals access to zero-emission equipment that benefits their environment, communities, and personal health. We’re excited to share that all funding for the Professional Landscape Service Equipment funding segment has been fully requested and is now oversubscribed.
CORE is still accepting voucher requests, however funding is not guaranteed. Requests for landscaping equipment will be placed on a contingency list and may receive funding if existing vouchers are canceled or not redeemed. For more information, contact [email protected].

Gardenland’s Zero-E Expo
In April, CORE Project Administrators attended Gardenland’s Zero-E Expo in Campbell, CA, to educate landscapers on the benefits of zero-emission equipment. Connecting to incentive programs that make these innovative technologies accessible made this show a great opportunity for industry professionals. Attendees enjoyed hands-on experience with the latest battery-powered tools and learned about the benefits of switching to zero-emission equipment. Small Farm Alliance to Develop Appropriate Technology Informational Session
The Small Farm Alliance to Develop Appropriate Technology (SF-ADAPT) is dedicated to fostering research and development collaborations that directly benefit small- and medium-scale farming operations. They aim to bridge the gap between advanced agricultural technology and the practical needs of farmers, ensuring that innovations are not only effective but also accessible.
Most recently, CORE Project Administrators participated in the SF-ADAPT Informational Session to gain insight on the needs of small- and medium-scale farmers as well as better understand how to bridge the gaps between farmers and available zero-emission agricultural equipment through California funding incentives.

CORE Announces Launch Date for New Zero-Emissions Heavy-Duty Off-Road Equipment for Purchase or Lease; Releases ZETI Off-Road and TCO Tools

Using zero-emissions heavy-duty off-road equipment can better the air we breathe compared to traditional fossil-fuel equipment.
Pasadena, CA – The California Air Resources Board (CARB) and CALSTART are pleased to announce the Clean Off-Road Equipment Voucher Incentive Project (CORE) will begin accepting heavy-duty voucher applications for the purchase or lease of new zero-emissions off-road equipment beginning August 13, 2024, at 9:00 a.m. Pacific Time. The announcement comes alongside two new off-road resources that will help equipment users learn about market-ready, zero-emissions heavy-duty off-road equipment on a global level and assess total cost of ownership (TCO).
CORE is committed to providing innovative and sustainable off-road transportation solutions that reduce emissions and support environmental stewardship. The project boasts more than 300 types of eligible zero-emissions equipment for use in airport ground support, cargo handling equipment, commercial harbor craft, construction, and agriculture. The use of these green technologies can make a big impact on communities by helping to reduce poor air quality caused by traditional fossil-fuel off-road equipment use and help to protect the health and well-being of those residents.
Equipment can be viewed in CORE’s Equipment Catalog. Potential buyers are invited to view the Implementation Manual for more information on purchasing equipment. “Incentive funding, like that provided through CORE, is a critical component in helping to meet California’s ambitious 2035 zero-emissions strategy as it provides businesses with support as they move to cleaner equipment for the benefit of all Californians, especially those living in vulnerable communities overburdened by poor air quality,” said CARB Deputy Executive Officer of the Mobile Source Control Division Sydney Vergis.
CORE is also excited to share the launch of a new tool made in collaboration with CALSTART’s Drive to Zero™ program: the Off-Road Zero-Emission Technology Inventory (ZETI) tool, an interactive online resource that helps users find global commercially available zero-emissions off-road and non-road vehicles and equipment. The tool will be useful to equipment users, industry stakeholders, and policymakers interested in exploring market inventory and comparing equipment model specifications.
In addition, CORE’s TCO Estimator Tool will help equipment users compare near- and zero-emissions options to similar conventionally fueled off-road equipment. This tool will allow users to enter details about their fleet, duty cycle, and financial information. It will be available on CORE’s website in fall 2024.
