The California Air Resources Board (CARB), in partnership with CALSTART, launched the Clean Off-Road Equipment Voucher Incentive Project (CORE) to accelerate the purchase of zero-emission off-road equipment in California.

CORE, analogous to the Clean Truck and Bus Voucher Incentive Project (HVIP), is a project intended to promote the purchase of off-road freight and other heavy-duty off-road vehicles and equipment powered by zero-emission technology by offering vouchers to help offset the higher costs of such equipment. Because CORE is designed to support the expansion of zero-emission operations among California’s off-road fleets, it benefits Californians through reductions in air pollution and greenhouse gas emissions. Additionally, the program helps deploy and advance critical technologies necessary for California to meet its long-term air quality and climate goals.

For the Fiscal Year 2026-2027 funding cycle, distributed beginning Fall 2026, CORE will disburse vouchers as follows:

1. First, a baseline funding amount has been allocated for each equipment category.
2. After 30 days of receiving voucher applications, CARB staff will evaluate demand across different equipment categories. The baseline funding amounts for oversubscribed equipment categories shall receive additional funding allocation from Board-approved AQIP funds, and those remaining funds from cancelled and expired vouchers, to meet real-time demand.

Interested applicants are encouraged to apply throughout the CORE open window, as categories with more demand will receive more funding after these determinations are made. This allows CORE to allocate funds where they are most needed to best serve its participants.
