
Updates to CORE Implementation Manual (IM) and Attachment E for Funding Cycle FY 2026-27
CORE will reopen for voucher request applications in Fall 2026. To support this funding cycle, CARB has released the FY 2026-27 CORE Implementation Manual (IM) FY 2026-27, which determines the project requirements for purchasers, dealers, and manufacturers of heavy-duty off-road equipment. This includes Attachment E, which outlines policies for Commercial Harbor Craft equipment.
KEY UPDATES
Purchasers
- Large businesses have been reinstated as eligible purchasers to expand program participation. (Page iv)
- The Disadvantaged and Low-Income Communities funding enhancement has been removed to stretch available funding and maximize overall equipment deployments. (Page iv)
- The curb weight requirement for Aircraft Tugs has been removed. (Page iv)
- Mobile Power Units (MPUs) can be used to power or charge on-road vehicles, off-road equipment, event power applications, and emergency response activities. (Page 20)
- Hydrogen MPUs as infrastructure must be hard piped or permanently fixed to a hydrogen source and will be considered on a case-by-case basis. (Page 15)
Dealers
- All dealers are required to participate in annual training to ensure consistent program understanding and compliance. (Page 24)
- Purchase Orders must include the equipment sale price and the CORE voucher amount as a discount to support program transparency and verification. (Page 29)
- In cases where a purchaser forfeits voucher funds, a second refund calculation option based on usage hours has been added. (Page 37)
- Dealers do not have to provide a valid lease agreement at redemption for leased CORE-funded equipment. (Page 37)
Manufacturers
Attachment E for Commercial Harbor Craft
- New propulsion systems are now eligible for CORE vouchers. (Page 5)
- Clarified that Attachment E is additive to the IM. (Page 3)
- Updated the definition for the start of the project participation period to the date of redemption approval in the VPC. (Page 4)
- Language clarification on infrastructure enhancements (page 7), OEM petitions for a shorter warranty (page 9), and extended downtime reports (page 18).
