Small businesses are eligible for a 15% enhancement of the equipment’s base voucher amount. A small business is an independently owned and operated business that is not dominant in its field of operation, the principal office of which is located in California, the offices of which are domiciled in California, and which, together with affiliates, averages annual gross receipts of fifteen million dollars ($15,000,000) or less over the previous three years.

In response to strong voucher deployment in Disadvantaged and Low-Income communities (DAC/LIC) and to better stretch limited funding and to maximize overall equipment deployments, the DAC/LIC funding enhancement has been removed (page iv).
