Funding Update
Heavy-Duty Funding Segment Now Closed
The voucher request submittal period for the California CORE Project's FY 23-24 heavy-duty funding segment closed at 9 a.m. PT on Thursday, February 13, 2025 and vouchers are no longer being accepted. CORE opened to new heavy-duty voucher requests on August 13, 2024 with $126 million available in voucher funds. Additional heavy-duty funds are expected to be available in 2025. More information on workgroups for FY2024-2025 funding will be shared in the future. Want to learn if CORE equipment is being deployed in your region? Purchasers, original equipment manufacturers, and dealers are encouraged to sign up for the CORE Project’s listserv to learn more about potential Implementation Manual (IM) updates, Contingency List, and future funding updates.

Professional Landscape Service Equipment Funding Segment Opens Soon
Ready to go electric? The CORE Professional Landscape Service Equipment funding segment will begin accepting new voucher applications for the purchase of zero-emission professional landscape equipment on March 26, 2025 at 9 a.m. PT. Approximately $6-7 million in CORE voucher funding will be available to small business landscaping professionals and sole proprietors. Funding will be available on a first-come, first-served basis. Professional Landscape Service Equipment Webinar and Implementation Manual
On March 13, 2025, CARB and CALSTART staff will hold a public webinar to present the updated IM and ensure stakeholders understand the requirements and procedures for participating in CORE. Don’t miss this opportunity to review the updated IM and prepare for the CORE Professional Landscape Service Equipment funding segment
The IM provides guidance to manufacturers, dealerships, and purchasers including topics such as how to apply for equipment eligibility, participation terms and conditions, and the voucher request process. The updated IM is available now.
Dealer Enrollment
The deadline to enroll as a new dealer for the Professional Landscape Service Equipment funding segment is March 4, 2025. If your dealer registration form is not received by this date, we cannot guarantee that you will be enrolled as a CORE-approved dealer (pending approval) prior to the funding release date for the Professional Landscape Service Equipment funding lane. California High-Speed Rail Authority Webinar
On February 6, 2025, the California High-Speed Rail Authority hosted an informational webinar on proposed zero-emission (ZE) equipment requirements for upcoming early activation projects in Fresno, CA. These projects included the retrofit of the Historic Southern Pacific Railroad Depot, a downtown plaza, and ZE vehicle charging infrastructure in Chinatown. The webinar highlighted the Authority’s commitment to net-zero greenhouse gas emissions and explored potential mandates for ZE construction equipment, exemptions, and funding opportunities for ZE technology and charging infrastructure. CORE Project Administrators also participated, showcasing how CORE incentives can support the adoption of zero-emission construction equipment and technology in California.

CAFF’s Virtual Workshop, Ag Technology: Funding Opportunities at the 2025 Small Farm Conference
On February 24, 2025, CAFF (Community Alliance with Family Farmers) hosted a virtual workshop, "Ag Technology: Funding Opportunities," as part of the 2025 Small Farm Conference. The session featured an in-depth exploration of the CAFF funding database and highlighted various funding opportunities available to farmers. Attendees learned about programs such as SWEEP, a California Department of Food & Agriculture initiative that funds up to 100% of irrigation efficiency technologies, and CORE’s heavy-duty funding segment, which funds zero-emission ag equipment. CORE Project Administrators provided valuable insights into how CORE funding opportunities can support and enhance farming operations.

Funding Update

Heavy-Duty Funding Segment Closing February 13, 2025
The voucher request submittal period for the California CORE Project's FY 23-24 heavy-duty funding segment will close at 9 a.m. PT on Thursday, February 13, 2025. The following equipment categories continue to have funding available: commercial harbor craft, TRUs/gen sets, railcar movers/freight locomotives and large forklifts/cargo handling equipment. Categories that are oversubscribed are accepting voucher requests for the waitlist.
Original equipment manufacturers (OEMs) and dealers are encouraged to submit voucher requests in the heavy-duty funding segment through February 13, 2025. To learn more about the current funding status of all CORE-eligible off-road equipment in the heavy-duty segment, view the CORE funding ticker.

Professional Landscape Service Equipment Funding Available Soon
Senate Bill 170 (Skinner, Chapter 240, Statutes of 2021) allocated $30 million for CARB to establish a statewide program that incentivizes the purchase of zero-emission landscaping equipment by small-businesses and sole proprietors doing professional landscape in California. CARB incorporated this incentive funding into its existing CORE project framework as a Professional Landscape Service Equipment voucher project. The project was launched in September 2022. The application period closed in October 2023, when all funding for zero-emission landscaping equipment was allocated. Since then, approximately $6-7 million remains from vouchers that were issued but have expired and were left unredeemed. CORE's Professional Landscape Service Equipment funding segment will open for new voucher applications soon. Ready to make the switch to zero-emission landscaping equipment? Professional Landscape Service Equipment Workgroup
On January 29, 2025, CARB staff held a public workgroup meeting to present proposed changes to Attachment D - Professional Landscape Service Equipment – CORE Implementation Manual. These proposed changes are intended to facilitate the reopening of the voucher request system and to provide guidance on streamlined equipment eligibility, application, and timeline. 2025 Electric and Hybrid Marine Expo Europe

CORE project administrators will be participating in a panel to discuss infrastructural and facilitation initiatives. The session will cover initiatives and support for infrastructure in ports and between them. California High-Speed Rail Authority Webinar 2/13/25
Join us for the upcoming informational webinar: Proposed requirements for the use of zero-emission (ZE) construction equipment on upcoming Fresno early activation projects
In support of its net-zero greenhouse gas emission commitments, the California High-Speed Rail Authority (Authority) is developing requirements for the use of zero-emission (ZE) equipment to construct an accessibility and seismic retrofit of the Fresno Historic Southern Pacific Railroad Depot, the development of a plaza and open space in downtown Fresno, and a landscaped plaza and parking with ZE vehicle charging in Chinatown near the Fresno Historic Depot. The Authority is exploring requiring that all construction equipment used on these projects to be ZE unless the applicant can demonstrate that an exemption is warranted. In this webinar, the Authority will describe the ZE requirements, how they relate to the scope of these downtown Fresno projects, anticipated equipment needs, and ZE equipment availability. Agency representatives will also present details on the applicability of funding and financial incentive programs for ZE equipment and charging infrastructure deployment. The Authority will seek important feedback from construction contractors and other related construction industry stakeholders in a survey following the webinar. The webinar recording will be hosted on the HSR website after the event, and the survey will remain open through March 14th, 2025. Final requirements are scheduled for release in Summer 2025.

CORE in the Community - Event Recaps
Maritime Decarbonization Conference

CORE Project Administrators were asked to speak at the Maritime Decarbonization Conference on December 4-5 in Katy, Texas. They discussed the importance of ports as catalysts for zero-emission corridors and discussed the design and intent of the California CORE Project. CORE funds many different types of equipment that are used throughout the supply chain journey of goods carried by ships. It was great to interact with so many different end users and other stakeholders in the maritime and adjacent sectors.
CORE 2024 Wrap-Up

Thank you for your continued support of the California CORE Project and for helping drive the transition to zero-emission solutions. CORE’s key achievements in 2024 included over $102 million in voucher funding issued with more than 250 project participants. In addition, the project enrolled more than 60 eligible manufacturers and 45 approved dealers, providing access to over 345 eligible pieces of equipment. Continuing to expand its reach, CORE has also increased engagement with communities by participating in more than 15 industry and community events as well as 6 ride and drive + equipment showcase events, further promoting awareness and participation. The 43rd International WorkBoat Show will feature hundreds of exhibitors showcasing thousands of products and services to over 12,000 attendees. A new FAQ guide is now available to help CORE-approved dealers and purchasers navigate DMV registration and AB794 compliance requirements for on-road terminal tractors. This resource provides essential information on registration options, eligibility requirements, and steps to ensure compliance with CORE program standards.
The guide also outlines how AB794 impacts fleet eligibility, including labor law attestations that must be submitted online. Staying informed on these requirements is critical to maintaining program eligibility and avoiding disruptions in voucher processing.

CORE in the Community - Event Recaps
Zero-Emissions Showcase + Ride & Drive

The CORE Team was in full attendance at the Zero-Emissions Showcase + Ride and Drive in Pomona, CA. CORE-eligible equipment like the Wiggins Yard eBull and Kalmar Mobile Solutions electric forklift powered up the Pomona Fairplex while CORE Project Administrators shared information about California off-road regulations and incentives. The event was a great success, attracting nearly 700 attendees, and provided an excellent opportunity for fleets to learn more about the resources available through CORE and other CARB initiatives.
ZEV Ag and Fleet Summit

CORE Project Administrators participated in the ZEV Ag and Fleet Summit in Shafter, CA alongside Cal Fleet Advisors providing technical assistance and resources available to California growers. CORE-eligible equipment manufacturer, Monarch Tractor, engaged with event attendees while showcasing zero-emissions agriculture equipment like the MK-V tractor. The event was a great opportunity for growers in the San Joaquin Valley to learn more about CORE-eligible equipment and California incentives.
Ferries Marine Log Conference and Expo

The 37th annual Marine Log FERRIES Conference and Expo in Seattle, WA held space for the North American Ferry industry to come together and explore innovative ideas, products and services. CORE Project Administrators engaged with participants about zero-emissions technology available to create a more sustainable marine future. The event was a great way for CORE to connect with a wide network of ferry industry leaders, and we look forward to participating again next year!
