Program Updates
CALSTART becomes Catalyst Mobility
As you may have already heard, CALSTART, Inc. has rebranded to Catalyst Mobility. Over more than 30 years, the organization has grown from a California-based nonprofit into a global one, and the new name better reflects the scope and ambition of its work today. Catalyst Mobility speaks to CALSTART's role as an organization that brings people together, sparks progress, and helps turn promising ideas into practical solutions.
As part of this evolution, CALSTART is also strategically combining with Forth, another mission-aligned clean transportation nonprofit, bringing together complementary work into one of the world's largest, strongest, and most impactful clean transportation organizations.
For CORE, nothing about how dealers, OEMs, or voucher recipients work with the program is changing; it’s the same team, same contacts, same process. Dealers and OEMs will start seeing the new name and logo across the CORE website and dealer materials.

CORE Equipment Powers Safety: Sunbelt Rentals’ Success Story
Sunbelt Rentals shows how zero-emission equipment meets the demands of intense job sites while lowering operating expenses. Using CORE incentives, they purchased hundreds of clean equipment pieces at significantly reduced prices, advancing their mission to reach net-zero emissions by 2050 while serving California’s communities and organizations in any situation.
Sunbelt Rentals story also demonstrates how zero-emission equipment performs in the toughest environments. During the 2024 Palisades fires, Sunbelt provided aid with Mobile Power Units (MPUs), reducing power interruptions and supporting rebuilding efforts. These clean, quiet alternatives to diesel generators are reliable, lower pollution, improve working conditions for operators, and can even reduce operating costs.
Since 2022, Sunbelt Rentals has received over 380 vouchers for construction equipment and mobile power units to support their emissions goals and meet customer needs. To find out how your organization can get incentives, click the link below.

Carbon Forward Summit
On September 17, the CORE team joined USGBC-CA's Carbon Forward Summit, where construction industry leaders explored cleaner building practices and decarbonization strategies. Sausalito Boat Show
From September 25-27, the CORE team participated in the fourth annual Sausalito Boat Show, which brought together boating enthusiasts, industry leaders, and clean technology innovators from across the region. As part of the Sea Watts Electric Boating Experience, attendees explored zero-emission marine technology through demonstrations and exhibitor showcases. CORE's Emily Spath also served as a keynote panelist, sharing insights on electric recreational and commercial boating, charging infrastructure, funding opportunities, and emerging industry applications.

Get Ready for Funding
Equipment purchasers, start preparing: CORE will provide a 30-day notice before applications open in order for purchasers to assess their fleets and compose voucher applications with CORE-approved dealers. Funding is expected to go quickly, so purchasers shouldn’t wait to get their applications ready.
How to Apply
1. Find CORE-eligible equipment in the catalog
2. Connect with an approved Dealer
3. Work with your dealer to prepare your voucher application
When CORE opens, dealers will submit voucher applications, allowing purchasers to receive major savings at the time of purchase.

Now Available: ADA Accessible Implementation Manual & Attachment E
On August 17, CORE released an ADA accessible version of the FY26-27 Implementation Manual and Attachment E for Commercial Harbor Craft. These documents have been adjusted for low-vision readers and are fully usable by E-readers and other assistive technology. Readers can find these documents available on the Californiacore.org home page and in the Heavy-Duty Resources section.
This important step towards inclusivity allows Californians to more readily participate in and understand the project.

CORE x USGBC-CA Funding for Zero-Emission Jobsites Webinar
On August 18, CORE joined the US Green Building Council California (USGBC-CA), CARB's California Clean Construction Program, Volvo, and Sunbelt Rentals to discuss funding for clean construction initiatives. Attendees got to hear about real-world applications of CORE funding, learn how zero-emission equipment has been improving worksites, and hear about opportunities to lead in the sustainable construction space. Implementation Manual Released
CARB published the FY 2026-27 Implementation Manual (IM) for Heavy-Duty equipment funding on July 15. This IM features several updates regarding equipment eligibility, dealer and manufacturer requirements, and other policy changes.
CORE will begin accepting voucher applications in Fall 2026. To see a full list of IM changes, view the web post below.
CARB CORE Workgroup Webinar Recap
CARB hosted a workgroup webinar for the CORE FY 2026-27 heavy-duty funding cycle on July 2. CORE representatives presented the major IM changes, answered questions, and accepted comments from the public and project stakeholders.

Program Updates
CARB CORE Workgroup Webinar Coming Soon
The California Air Resources Board (CARB) will host a virtual public workgroup on July 2 to announce the final funding allocations to CORE, the official funding launch date, and Implementation Manual updates. Stakeholders, including equipment purchasers, dealers, and original equipment manufacturers (OEMs), are encouraged to provide public feedback on Implementation Manual policy changes. CORE funding is expected to open by Fall 2026. The final Implementation Manual will be published in Mid-July and will serve as the guidelines for FY26-27. CARB webpages will be updated in the coming days to reflect the most up-to-date Workgroup information.

Apply for Equipment Eligibility
There’s still time for OEMs to apply to join the CORE-eligible equipment catalog. Zero-emission heavy-duty off-road equipment manufacturers can submit documents outlined in Attachment A to CARB to be considered. Applications are reviewed year-round and on a first-come, first-served basis.
The deadline for application priority review this year is July 7. Applications received before this date will be reviewed before the CORE voucher system opens. OEMs are encouraged to apply well before funding launch, so submit your application soon.

Introducing the Dealer Newsletter
CORE has created a new channel for providing critical project information and resources to approved dealers and OEMs: The CORE Dealer Newsletter. This new, dedicated resource will provide timely updates and essential program information. Each edition will include key funding updates, policy and requirement changes, opportunities for collaboration with the CORE team, and helpful guidance to address common questions and support your participation in the project.
The newsletter will be distributed throughout the funding cycle, with the next issue planned for July 2026. All currently approved dealers and OEMs will be automatically enrolled to receive this issue.
We’re excited to launch this new channel and look forward to continuing to support your success as a valued CORE partner.

California Green Building Conference 2026
At the February 19 Turlock Walnut Conference, CORE and Cal Fleet Advisor connected with more than two dozen growers and agricultural professionals. Program staff connected with attendees, who expressed openness to zero-emission solutions, including solar, batteries, and infrastructure, as ways to stabilize long-term operating costs and reduce environmental impact. The event highlighted clear opportunities for education, collaboration, and infrastructure planning. This conference helped CORE staff strengthen partnerships with regional nonprofits, exploring a farmer-focused infrastructure, and advance conversations with leads and partners to help expand zero-emission adoption across the Central Valley’s strong and engaged agriculture community.
California Tribal Leaders Energy & Safety Summit
The Fifth Annual Tribal Leaders Energy Summit created a collaborative space to exchange perspectives on resilient energy systems, community priorities, and long-term sustainability. CORE was glad to be part of the conversation, engaging with Tribal communities, sharing program opportunities, and supporting hands-on experiences with zero-emission heavy-duty equipment. The event was a powerful reminder of the leadership and innovation driving clean energy progress across Tribal nations, and the importance of partnership in advancing a more resilient future.
Almond Day Conference
CALSTART’s San Joaquin Valley team attended the Almond Day Conference, hosted by JCS Marketing in Fresno, CA. Project administrators connected with California nut growers to share how CORE can support the transition to clean, zero-emission agricultural equipment.
Lake Berryessa Electric Boat Festival
CORE presented at the Electric Marine Industry Leadership Summit, an invite-only forum bringing together leaders across government, policy, technology, and industry to help shape the future of the electric marine ecosystem. The summit focused on advancing collaboration, investment, and real-world progress toward zero-emission marine solutions. CORE’s deputy director, Emily Spath, presented on how incentive funding can help support the adoption of zero-emission marine equipment and participated in the zero-emission vessel ride-and-drives.

Electric construction equipment powered by low- or zero-carbon electricity is a practical strategy for decarbonizing during the construction phase. Developed by U.S. Green Building Council California (USGC-CA) with input from CORE Project Administrator, Emily Spath, this electrification guide outlines the key considerations for implementing an electric equipment strategy on job sites, with a focus on contractor use cases and decision-making. World Ag Expo - February 10-12
CORE administrators and CALSTART’s San Joaquin Valley office connected with the international farming community at the annual World Ag Expo in Tulare, CA. During this exhilarating event, the team met with leading manufacturers to discuss zero-emission agricultural equipment innovations while spreading the word about CORE’s vouchers to California’s farmers ahead of the FY25-26 funding cycle. There was strong interest amongst California’s growers and ranchers about joining the CORE project, as indicated by CORE’s elevated web traffic. Funding Update
Heavy-Duty Funding Segment Now Closed
The voucher request submittal period for the California CORE Project's FY 23-24 heavy-duty funding segment closed at 9 a.m. PT on Thursday, February 13, 2025 and vouchers are no longer being accepted. CORE opened to new heavy-duty voucher requests on August 13, 2024 with $126 million available in voucher funds. Additional heavy-duty funds are expected to be available in 2025. More information on workgroups for FY2024-2025 funding will be shared in the future. Want to learn if CORE equipment is being deployed in your region? Purchasers, original equipment manufacturers, and dealers are encouraged to sign up for the CORE Project’s listserv to learn more about potential Implementation Manual (IM) updates, Contingency List, and future funding updates.
Professional Landscape Service Equipment Funding Segment Opens Soon
Ready to go electric? The CORE Professional Landscape Service Equipment funding segment will begin accepting new voucher applications for the purchase of zero-emission professional landscape equipment on March 26, 2025 at 9 a.m. PT. Approximately $6-7 million in CORE voucher funding will be available to small business landscaping professionals and sole proprietors. Funding will be available on a first-come, first-served basis. Professional Landscape Service Equipment Webinar and Implementation Manual
On March 13, 2025, CARB and CALSTART staff will hold a public webinar to present the updated IM and ensure stakeholders understand the requirements and procedures for participating in CORE. Don’t miss this opportunity to review the updated IM and prepare for the CORE Professional Landscape Service Equipment funding segment
The IM provides guidance to manufacturers, dealerships, and purchasers including topics such as how to apply for equipment eligibility, participation terms and conditions, and the voucher request process. The updated IM is available now.
Dealer Enrollment
The deadline to enroll as a new dealer for the Professional Landscape Service Equipment funding segment is March 4, 2025. If your dealer registration form is not received by this date, we cannot guarantee that you will be enrolled as a CORE-approved dealer (pending approval) prior to the funding release date for the Professional Landscape Service Equipment funding lane. California High-Speed Rail Authority Webinar
On February 6, 2025, the California High-Speed Rail Authority hosted an informational webinar on proposed zero-emission (ZE) equipment requirements for upcoming early activation projects in Fresno, CA. These projects included the retrofit of the Historic Southern Pacific Railroad Depot, a downtown plaza, and ZE vehicle charging infrastructure in Chinatown. The webinar highlighted the Authority’s commitment to net-zero greenhouse gas emissions and explored potential mandates for ZE construction equipment, exemptions, and funding opportunities for ZE technology and charging infrastructure. CORE Project Administrators also participated, showcasing how CORE incentives can support the adoption of zero-emission construction equipment and technology in California.

CAFF’s Virtual Workshop, Ag Technology: Funding Opportunities at the 2025 Small Farm Conference
On February 24, 2025, CAFF (Community Alliance with Family Farmers) hosted a virtual workshop, "Ag Technology: Funding Opportunities," as part of the 2025 Small Farm Conference. The session featured an in-depth exploration of the CAFF funding database and highlighted various funding opportunities available to farmers. Attendees learned about programs such as SWEEP, a California Department of Food & Agriculture initiative that funds up to 100% of irrigation efficiency technologies, and CORE’s heavy-duty funding segment, which funds zero-emission ag equipment. CORE Project Administrators provided valuable insights into how CORE funding opportunities can support and enhance farming operations.

Funding Update
Heavy-Duty Funding Segment Closing February 13, 2025
The voucher request submittal period for the California CORE Project's FY 23-24 heavy-duty funding segment will close at 9 a.m. PT on Thursday, February 13, 2025. The following equipment categories continue to have funding available: commercial harbor craft, TRUs/gen sets, railcar movers/freight locomotives and large forklifts/cargo handling equipment. Categories that are oversubscribed are accepting voucher requests for the waitlist.
Original equipment manufacturers (OEMs) and dealers are encouraged to submit voucher requests in the heavy-duty funding segment through February 13, 2025. To learn more about the current funding status of all CORE-eligible off-road equipment in the heavy-duty segment, view the CORE funding ticker.
Professional Landscape Service Equipment Funding Available Soon
Senate Bill 170 (Skinner, Chapter 240, Statutes of 2021) allocated $30 million for CARB to establish a statewide program that incentivizes the purchase of zero-emission landscaping equipment by small-businesses and sole proprietors doing professional landscape in California. CARB incorporated this incentive funding into its existing CORE project framework as a Professional Landscape Service Equipment voucher project. The project was launched in September 2022. The application period closed in October 2023, when all funding for zero-emission landscaping equipment was allocated. Since then, approximately $6-7 million remains from vouchers that were issued but have expired and were left unredeemed. CORE's Professional Landscape Service Equipment funding segment will open for new voucher applications soon. Ready to make the switch to zero-emission landscaping equipment? Professional Landscape Service Equipment Workgroup
On January 29, 2025, CARB staff held a public workgroup meeting to present proposed changes to Attachment D - Professional Landscape Service Equipment – CORE Implementation Manual. These proposed changes are intended to facilitate the reopening of the voucher request system and to provide guidance on streamlined equipment eligibility, application, and timeline. The California High-Speed Rail Authority is hosting an informational webinar on proposed zero-emission (ZE) equipment requirements for upcoming early activation projects in Fresno, including the retrofit of the Historic Southern Pacific Railroad Depot, a downtown plaza, and ZE vehicle charging infrastructure in Chinatown. In line with its commitment to net-zero greenhouse gas emissions, the Authority is exploring a mandate for ZE construction equipment unless exemptions can be demonstrated. The webinar will cover the scope of these projects, anticipated equipment needs, ZE equipment availability, and funding opportunities for ZE technology and charging infrastructure. CORE Project Administrators will participate in the webinar to highlight how CORE incentives can support the purchase of zero-emission construction equipment and technology in California.

Heavy-Duty Funding Segment Closing February 13, 2025
The CORE heavy-duty funding segment is accepting voucher requests for all equipment categories until February 13, 2025. The following equipment categories continue to have funding available: commercial harbor craft, TRUs/gen sets, and large forklifts/cargo handling equipment. Applications will be accepted on a first-come, first-served basis. Categories that are oversubscribed are accepting voucher requests for the waitlist. Don’t miss this opportunity to apply for funding aimed at advancing sustainable off-road transportation solutions.

CORE in the Community - Event Recaps
Maritime Decarbonization Conference
CORE Project Administrators were asked to speak at the Maritime Decarbonization Conference on December 4-5 in Katy, Texas. They discussed the importance of ports as catalysts for zero-emission corridors and discussed the design and intent of the California CORE Project. CORE funds many different types of equipment that are used throughout the supply chain journey of goods carried by ships. It was great to interact with so many different end users and other stakeholders in the maritime and adjacent sectors.
CORE 2024 Wrap-Up
Thank you for your continued support of the California CORE Project and for helping drive the transition to zero-emission solutions. CORE’s key achievements in 2024 included over $102 million in voucher funding issued with more than 250 project participants. In addition, the project enrolled more than 60 eligible manufacturers and 45 approved dealers, providing access to over 345 eligible pieces of equipment. Continuing to expand its reach, CORE has also increased engagement with communities by participating in more than 15 industry and community events as well as 6 ride and drive + equipment showcase events, further promoting awareness and participation. See you in 2025!

Zero-Emissions Showcase + Ride & Drive
The CORE Team was in full attendance at the Zero-Emissions Showcase + Ride and Drive in Pomona, CA. CORE-eligible equipment like the Wiggins Yard eBull and Kalmar Mobile Solutions electric forklift powered up the Pomona Fairplex while CORE Project Administrators shared information about California off-road regulations and incentives. The event was a great success, attracting nearly 700 attendees, and provided an excellent opportunity for fleets to learn more about the resources available through CORE and other CARB initiatives.
ZEV Ag and Fleet Summit
CORE Project Administrators participated in the ZEV Ag and Fleet Summit in Shafter, CA alongside Cal Fleet Advisors providing technical assistance and resources available to California growers. CORE-eligible equipment manufacturer, Monarch Tractor, engaged with event attendees while showcasing zero-emissions agriculture equipment like the MK-V tractor. The event was a great opportunity for growers in the San Joaquin Valley to learn more about CORE-eligible equipment and California incentives.
Ferries Marine Log Conference and Expo
The 37th annual Marine Log FERRIES Conference and Expo in Seattle, WA held space for the North American Ferry industry to come together and explore innovative ideas, products and services. CORE Project Administrators engaged with participants about zero-emissions technology available to create a more sustainable marine future. The event was a great way for CORE to connect with a wide network of ferry industry leaders, and we look forward to participating again next year!
