CORE FY24-25 Implementation Manual Released

CORE will reopen for voucher request applications on August 19, 2025. To support this funding cycle, CARB has released the CORE Implementation Manual (IM), which determines the project requirements for purchasers, dealers, and manufacturers of heavy-duty off-road equipment. Updates to the IM include, but are not limited to, the following:

  • Terminal tractors are graduating from CORE due to their commercial success and the availability of alternative funding sources. As a result, they are not eligible for vouchers this fiscal year.
  • Voucher application window reduced from six months to three months.
  • Eligibility is limited to small businesses and public agencies for this fiscal year.
  • Revised definition of small business:
    • Going forward, eligibility will be based solely on gross receipts, defined as businesses with average annual gross receipts of $15 million or less.
  • Purchasers are required to be in full compliance with all applicable regulatory requirements prior to submitting a voucher request application. If the Project Administrator requests documentation to verify compliance or a valid exemption, and the purchaser fails to provide such documentation within 30 calendar days, the voucher request may be subject to cancellation.
  • Purchasers must show proof of business operations in the State of California for a minimum of one year prior to submitting the voucher request.
  • Rental and leasing policy updates:
    • The rental or leasing company is now considered the purchaser, regardless of lease length.
    • A rental or leasing company participating in CORE as a purchaser cannot act as its own dealer. Instead, they must work with the equipment manufacturer, who must be a CORE-approved dealer.
    • Lease agreements must be submitted by the dealer during voucher redemption.
  • Narrow-body aircraft tugs are eligible for vouchers, alongside wide-body tugs.

CARB sought public comment on May 30, 2025, to enhance the HVIP, CORE, and ISEF Implementation Manuals. At this meeting, CARB received feedback to enhance the rules for administering CORE incentive vouchers.
