CORE Announces Launch Date for New Zero-Emissions Heavy-Duty Off-Road Equipment for Purchase or Lease; Releases ZETI Off-Road and TCO Tools

Using zero-emissions heavy-duty off-road equipment can better the air we breathe compared to traditional fossil-fuel equipment.
Pasadena, CA – The California Air Resources Board (CARB) and CALSTART are pleased to announce the Clean Off-Road Equipment Voucher Incentive Project (CORE) will begin accepting heavy-duty voucher applications for the purchase or lease of new zero-emissions off-road equipment beginning August 13, 2024, at 9:00 a.m. Pacific Time. The announcement comes alongside two new off-road resources that will help equipment users learn about market-ready, zero-emissions heavy-duty off-road equipment on a global level and assess total cost of ownership (TCO).
CORE is committed to providing innovative and sustainable off-road transportation solutions that reduce emissions and support environmental stewardship. The project boasts more than 300 types of eligible zero-emissions equipment for use in airport ground support, cargo handling equipment, commercial harbor craft, construction, and agriculture. The use of these green technologies can make a big impact on communities by helping to reduce poor air quality caused by traditional fossil-fuel off-road equipment use and help to protect the health and well-being of those residents.
Equipment can be viewed in CORE’s Equipment Catalog. Potential buyers are invited to view the Implementation Manual for more information on purchasing equipment. “Incentive funding, like that provided through CORE, is a critical component in helping to meet California’s ambitious 2035 zero-emissions strategy as it provides businesses with support as they move to cleaner equipment for the benefit of all Californians, especially those living in vulnerable communities overburdened by poor air quality,” said CARB Deputy Executive Officer of the Mobile Source Control Division Sydney Vergis.
CORE is also excited to share the launch of a new tool made in collaboration with CALSTART’s Drive to Zero™ program: the Off-Road Zero-Emission Technology Inventory (ZETI) tool, an interactive online resource that helps users find global commercially available zero-emissions off-road and non-road vehicles and equipment. The tool will be useful to equipment users, industry stakeholders, and policymakers interested in exploring market inventory and comparing equipment model specifications.
In addition, CORE’s TCO Estimator Tool will help equipment users compare near- and zero-emissions options to similar conventionally fueled off-road equipment. This tool will allow users to enter details about their fleet, duty cycle, and financial information. It will be available on CORE’s website in fall 2024.

Closed: The FY22-23 voucher submittal-period window for the Commercial Harbor Craft (CHC) segment closed on April 1, 2024, at 9 a.m. PT.
FY23-24 Heavy-Duty Equipment Eligibility and Dealer Applications Are Being Accepted Until June 1, 2024
The CORE Project is accepting original equipment manufacturer (OEM) eligibility and dealer applications for zero-emission heavy-duty off-road equipment for the FY23-24 funding cycle.
Interested parties are encouraged to submit applications by June 1, 2024, by 5 p.m. Pacific Standard Time to receive due consideration. Equipment and dealer applications will be accepted after June 1 but cannot be guaranteed review or approval prior to the voucher opening date.

CORE Advocates Learning Symposium - Clean Agricultural Practices

On March 29, CORE project administrators hosted a virtual learning session centered on agricultural equipment best practices for the zero-emission off-road industry. Delfino Farms provided insight into their experience as a small business participating in the CORE Project to purchase a discounted Monarch MK-V Tractor. Newport Beach International Boat Show

On April 18–21, the Newport Beach International Boat Show welcomed visitors and exhibitors to the marina for a showcase of both recreational and commercial use maritime vessels. CORE project administrators were able to attend and share information about the CORE Project with interested manufacturers, dealers, and customers. An entire section of the on-water exhibit area was dedicated to electric vessels, highlighting the growing interest in zero-emission commercial harbor craft and the increase in vessels available on the market today.

The California Air Resources Board (CARB) and CALSTART are pleased to announce the Clean Off-Road Equipment Voucher Incentive Project (CORE) will begin accepting voucher applications on August 13 at 9 a.m. Pacific.
To prepare for the heavy-duty application period, CORE project administrators hosted a webinar to review the CORE FY 23-24 Heavy-Duty Implementation Manual (IM), which includes updates on new requirements, guideline modifications, voucher amounts, and detailed information on eligible equipment categories. These updates ensure stakeholders understand the requirements and procedures for participating in CORE.

CORE Advocates Learning Symposium: Clean Ag Practices
CORE Project Administrators are hosting a series of learning sessions featuring panelists covering various subjects in the zero-emissions off-road industry. These learning sessions are intended to provide industry insights and testimonials about operating CORE-funded equipment, and other topics covering an array of zero-emission off-road technology.
Our third symposium brought together industry experts who highlighted sustainable agricultural practices and discussed the benefits and challenges of adopting zero-emission equipment.

CORE Heavy-Duty FY 22-23 Funding Cycle Closed, Commercial Harbor Craft Segment Extended Through April 1, 2024

The California CORE Project closed its heavy-duty equipment funding segment on January 18, receiving 1368 voucher requests for off-road ZE equipment, as well as an additional 745 requests for charging equipment. Of these requests, 696 were funded in disadvantaged communities (DACs), and 191 participants were small businesses. Additionally, demand exceeded the amount of available funding. Three new equipment categories – construction, agriculture, and mobile power units – were fully subscribed!
Although the general heavy-duty funding segment has closed, the voucher submittal-period window for the Commercial Harbor Craft segment has been extended through April 1, 2024, at 9 a.m. PT. Programmatic updates on contingency list allocations will be announced in coming months.
Now that the CORE heavy-duty fiscal year 22-23 funding segment has closed, CORE Project administrators will be hosting a Heavy-Duty Update Webinar on February 21, 2024 from 12 to 2 p.m. PT to inform participants and request public comment from stakeholders about plans for FY 22-23 contingency-list funding and the upcoming CORE FY 23-24 funding cycle.
